Petition to the Portland Public Schools Board of Education
Keep the Promise.
Finish the Fields.
-
The West Sylvan athletic-field project has been years in the making. Originally funded through the 2017 Lincoln High School modernization, the project progressed through planning, design, and land-use approval. But the fields were never built.
In 2025, Portland voters approved another school bond that included athletic improvements at West Sylvan. Yet the project remains in pre-planning, with no publicly announced construction start date.
Meanwhile, Lincoln baseball and softball teams continue to travel to off-campus facilities for practices and games, spending money on field rentals and losing valuable instructional time. Youth athletic programs across West Portland also face rising costs and limited access to playable fields.
The planned synthetic-turf fields at West Sylvan would provide reliable playing surfaces and expanded athletic opportunities for middle school students, high school athletes, and local youth programs.
The funding has been approved. The need is clear. It's time to build the fields.

Completion will show the families in the Lincoln High School boundary that PPS can keep its promise and deliver for students and families who continue to choose public education and invest in the Portland community.
It's about providing adequate athletic facilities, protecting students' instructional time, maximizing public investments, and delivering improvements that Portland families and taxpayers have already supported.
The community should not have to wait indefinitely for the project to move forward.

We, the undersigned community members, call on the Portland Public Schools Board of Education to take immediate, measurable steps toward completing the West Sylvan athletic-field project.
Specifically, we ask the Board to:
Direct immediate action. Instruct district leadership and its bond program manager, PROCEDEO, to prioritize the remaining work necessary to move West Sylvan into construction.
Publish a construction schedule. Within 30 days, provide a public project timeline showing remaining land-use requirements, design and permitting milestones, procurement, construction commencement, and anticipated completion.
Account for the delay. Explain why the previously approved project was not constructed, why the earlier land-use approval expired, what prior design work remains usable, and how these issues affect the project's budget and schedule.
Commit to accountability. Provide regular public progress updates until the project is completed, with explanations for any changes to the published schedule.
Read and sign the petition below to support the timely completion and public accountability for the West Sylvan
athletic-field project.
